सन्धिलाई थप व्याख्या गरिएको पांच बुंदे विवादास्पद पत्र ‘लेटर अफ एक्चेञ्ज’ को पहिलो बुंदामा दुवै सरकारले एकअर्काको सुरक्षामा विदेशी हस्तक्षेपकर्ताको खतरा सहन नगर्ने र त्योसंग जुध्नका लागि सल्लाह गर्ने तथा सामूहिक प्रत्याक्रमण उपाय अपनाउने उल्लेख छ।

सन्धि भएको ९ वर्षपछि सार्वजनिक उक्त ‘लेटर अफ एक्सचेञ्ज’ मा टेकेर भारत अनौपचारिक रुपमा बारम्बार नेपालको विदेश र प्रतिरक्षा नीति दिल्लीको सल्लाहमा चल्नुपर्ने अडानमा देखिन्छ।

नेपालले भने त्यो गलत व्याख्या भएको तर्क गर्दै आएको छ।
३. प्राकृतिक स्रोतमा प्राथमिकता

‘लेटर अफ एक्सचेञ्ज’कै चौथो बुंदामा नेपालमा प्राकृतिक स्रोत वा औद्योगिक योजना विकासमा कुनै विदेशी सहायता लिने भए भारतलाई प्राथमिकतामा दिइनुपर्ने उल्लेख छ।

त्यसलाई नेपालमा धेरैले आफूहरुको अपार जलस्रोतमा प्रभुत्व जमाउने भारतीय प्रयासका रुपमा बुझ्छन्।

चौथो बुंदाको उक्त विषयलाई सन्धिको धारा ६ मा औद्योगिक र आर्थिक विकासमा एकअर्काका नागरिकलाई प्राथमिकता दिने भनेर मात्रै उल्लेख गरिएको छ।
४. एकअर्काका नागरिकलाई राष्ट्रिय व्यवहार

बसोवास, सम्पत्ति खरिद, व्यापार र वाणिज्यमा सहभागिता वा आवातजावतका लागि एकअर्काका नागरिकलाई राष्ट्रिय व्यवहार गर्ने सन्धिको धारा ७ मा उल्लेख छ।

‘लेटर अफ एक्सचेञ्ज’को तेस्रो बुंदामा अनियन्त्रित प्रतिस्पर्धाबाट नेपालमा नेपालीहरुलाई जोगाउनका लागि केही समय दिने भनिए पनि सन्धिको त्यही आधारमा राष्ट्रिय व्यवहार गरिए ठूलो जनसंख्या भएको भारतबाट नेपालजस्तो सानो मुलुकमा मानिसहरुको अनियन्त्रित प्रवेश र प्रभुत्व हुनसक्ने चिन्ता नेपाली पक्षमा सदैव देखिन्छ।
५. हातहतियार आयात

सन्धिको धारा ५ मा नेपालको सुरक्षाका लागि आवश्यक हातहतियार तथा सामाग्री भारतको भूमि हुंदै ल्याउन नेपाल सरकारले पाउने र त्यसलाई कार्यान्वयन गर्ने विधि दुई सरकारको छलफलबाट निर्धारण गर्ने उल्लेख छ।

जबकि ‘लेटर अफ एक्सचेञ्ज’को दोस्रो बुंदामा भारत सरकारको सहयोग र सहमतिमा मात्रै त्यस्तो आयात गर्न पाइने उल्लेख गरिएको छ।

यो विषयलाई बेलाबेला भारतीय पक्षले भारतबाट मात्रै हातहतियार खरिद गरिनुपर्ने वा अन्य मुलुकबाट खरिद गर्दा भारतलाई पूर्व जानकारी दिनुपर्ने रुपमा अर्थ्याएको भन्दै नेपाली पक्षले गुनासो गर्दै आएको छ।

Lawmakers of various political parties on Tuesday criticised the government for failing to resolve problems facing the country.

A sudden flood triggered by continuous rainfall in Bhotekoshi River swept away 15 houses at Tatopani area and damaged the Barhabise-Tatopani road section.

Similarly, the flood swept away a bridge and two tippers parked near the Liping-based Customs Office, Chief District Officer Gokarnamani Duwadi of Sindhupalchok said.

The flood eroded 50 metres road segment at Jambu along the Barhabise-Tatopani road section and caused landslides in its multiple sections.

Incessant rain in Tatopani area since last night and in the neighbouring Tibet for the past few days might have caused a deadly flood in the river, Duwadi said.

However, no human casualty has been reported so far.

Though water level in the river has relatively decreased, it is flowing at 1.5 metres higher than the normal days, Duwadi informed.

The swollen Bhotekoshi River of Sindhupalchowk on Tuesday night has swept away 20 concrete houses and has put 200 houses at high risk. Police Inspector at the Border Police Office, Larcha, Khumlal Bhusal, said that some 200 houses from Daskilo of Tatopani VDC to Liphing of Larcha are at high risk due to river eroding. The river has eroded some 50 metres road at Kodari along the Araniko highway. The flood has swept away Tatopani-based Mansarobar Boarding School and embankment of Upper Bhotekoshi Hydropower Project at Daskilo, according to the Police Office. Barhabise-Tatopani road section has remained disrupted due to floods and mud slip.
